A flash flood warning for most of the Chicago area was issued Friday afternoon as an unusually rainy January day creates a flooding risk in part due to frozen soil.
The City of Bethel says a portion of its main water line near one of the community’s two water treatment plants has frozen, leaving over 100 homes without access to water.
