Why does every team have a separate kicker and punter?
Kickers and punters usually serve as each other's backup too. They don't get hurt that often, but it does happen. Having no backup at all is a pretty huge impact in a league where so many games are decided by one possession. The punter is usually the holder for FGs too.

As you said, on average there's only a 1.5-2.0 FPG difference between the K1 and K12 across the whole year which makes drafting kickers have little additional value if you're planning on holding them all season.
