A swarm of cranium rats has 36 health, an AC of 12 and the ability to cast confusion and dominate monster once each. It also has resistances and condition immunities, effectively doubling it's health (pseudo-72) against a party of non-casters using the least effective strategy possible. That's still not enough to justify CR5.

2017年5月5日 · Resistance to regular damage plus normal HP equals very high effective HP, and even the swarm of rats does 2d6 damage per round. A 1st level character would be smart to be wary, and a 2nd should think twice, too. Don't forget that attacks of opportunity work both ways, too, so the PC trying to get out of the swarm is going to get attacked.
